Provides the AuditMessageQueue bean when spring-boot-actuator is absent. The actuator is an optional dependency of this starter, and its types must therefore not appear in the signature of a bean method of an unconditional configuration class: Spring introspects such a class reflectively, which fails with a NoClassDefFoundError for types that are not on the classpath. This is why the two variants of the bean live in nested configuration classes, whose conditions are evaluated without loading them.
