Provides the AuditMessageQueue bean when spring-boot-actuator is present. If "ipf.atna.spring-audit-event-enabled" is true and an AuditEventRepository is configured, the bean is a CompositeAuditMessageQueue that also publishes audit events to that AuditEventRepository, using AuditApplicationEventMessageQueue.
